Bank Identification Number (BIN) List
A credit card number always contains a prefix of 6 digits known as the Issuer Identification Number (IIN) which identify the credit card network that issued the card. I could only find three well-known places to find a list of bank identification numbers (BIN) online:
- Mars Banks Base, a donateware application with about 60k BIN numbers for Visa, AMEX, and Mastercard
- The now-defunct Dumpz.biz and dumpz.us binlist, another collection of BIN numbers
- Wikipedia even has a List of Bank Identification Numbers
I’ve compiled them into a CSV file with the following information: BIN, location, type, name, and phone number. You can download bank-bin-list and unzip it.
If you’re a merchant interested in a solution using the BIN/IIN numbers to validate credit cards to lower the risk of fraud, you should check out Service Object’s DOTS BIN Validation webservice, which can validate 95% of MasterCard and Visa card types.

How can I contact the institution that has issued a particular credit or debit card so that I can verify that the customer who has ordered merchandise from us is using a card assigned to him and that the shipping address he has provided is the billing address for the card?
The first six digits of the card are 463158
Cyrus, contact your merchant service provider. They should be able to provide that service to you. If not, get a new processor! They should be more than willing to look up the info and contact the bank with you on the line to verify the information. Tell them you need to do a “Code 10 authorization.”

Mars bank database apparently has a trojan inside (my antivirus warned me about in on the installation). BTW, thanks for the CSV list of BINs, just please go through it there are some import errors (check Taiwan and China), it seems that when you did import for some countries you reversed card type and bank name on some entries. But nevertheless, thank you for the list.
