IE 7 Beta 2: Reboot
You’d better restart after installing IE7b2 when it asks you too, otherwise you’ll be greeted with the following error message:
“The procedure entry point InternetGetSecurityInfoByURLW could not be location in the dynamic link library WININET.dll”

however here is what I did and my scenario
scenario : installed IE 7 while i was using xp professional sp2 trial edition
after my windows trial expired i did a “repair on the operating system” w/ a retail version of the os in the process WININET.DLL was over-written w/ the IE 6 version along w/ a few other files. and i lost all the updates on my add/remove programs list. couldn’t reinstall IE 7 b/c it requires an uninstall first and couldn’t downgrade to IE6 b/c it detected IE 7 upon launching IE 7 i received :”Entry point internetgetsecurityinfobyurlw not found in Wininet.dll”
keep in mind i couldn’t uninstall IE7 by any means, the folder was not present in C:\windows (the $IEUNINSTALL folder)
so i ran
start > run > “sfc /purgecache (this deletes temp files)”
lamer note : omit the quotes
then run
start > run > “sfc /scannow”
super lamer note : omit the quotes
then browse to
c:\windows\inf
lamernote its a hidden folder so you must goto folder properties and check show hidden files and folders
also check show extentsion for known file types
find the IE.inf file and right click on it and then click install
you’ll probally need the windows cd in unless you installed from a network share, in any event you’ll need access to the original installation media / install location, more specifically the I386 folder
what this does is reinstall IE 6 via the inf so it bypass the install executable and it overwrites all newer files automatically. now click
start > run > “iexplore”
or just click on an internet explore icon
and ie 6 will launch.
then run windows update to update the IE6 to patch a few of the 2 billion security flaws.
now browse to “http://www.getfirefox.com” and download and install firefox and make it your default browser
the only reason you should ever use IE is
for windows update for if a program or website requires it.

To fix this I had to boot into Windows Safe mode with Command prompt and then I ran an uninstall for IE7 Bet3 in a folder located in the C:\windows\ uninstalll ran without errors rebooted then I didn’t also get the msoobe.exe error anymore and I could activate windows!!!

Thank you! For work related reasons I need IE 6 complete with ActiveX, but months ago I had the misfortune to install IE7 Beta 2 and couldn’t get rid of it. I had tried absolutely EVERYTHING to get it uninstalled and nothign else worked.
I had the uninstaller listed in my Add/Remove Programs, but it would never complete the uninstall because it kept hanging at “Updating Registry…”. At first I was a bit skeptical that but I decided to try it anyway, afterall, I’d tried just about everything else. There were only three Sound schemes: No Sound, Windows Default, and None. I deleted the scheme called None and tried the uninstall again. It paused a few seconds at Updating Registry and I thought it was going to be just one more failed attempt. But lo and behold, it finished the uninstall and I’m back to IE 6!!!

Wow, I see I’m not the only person with this problem. Here is what happened to me….
I just went to Windows update tonight and before checking to see what I needed I clicked to go to Microsoft Update instead. The site installed an active x control (I’m assuming for the MS update site) and then it ran the scanner to see what updates there were. I got eight critical updates including Internet Explorer 7. I have IE7 (the beta version with tabs) so I was figuring this was the finished version they were giving me.
I clicked update and everything downloaded, then it said it had to restart my computer so that IE7 could finish updating itself. It said that it would have to uninstall the IE version I had before installing the new version. After I was back on the desktop a IE7 installer window appeared and said it was updating IE7. A minute later one of those send error report windows appeared saying Windows had encountered an error and had to close. I clicked send error report and the installer window for IE7 kept on running. It ran for over 2 hours and finally I restarted the computer again.
When I got back on the desktop I started IE and I could tell something was wrong. I had the beta version of 7 and I noticed right away this was an older version. I checked and it was version 6. I returned to Microsoft Update and let it scan for updates again, but there was no longer a IE7 choice in the list. In fact I can locate no trace of IE7 on my computer at all. I also noticed that the same updates I originally downloaded from the MS update site the first time (along with IE7) came up again, like I did not download anything that first time. ?????
I even tried locating that Uninstaller folder that you all are talking about, but most of the uninstall folders I have (under Windows) are called “spuninst”. Weird.
Anyway I haven’t a clue what happened in my case.

I was having this same problem with a client’s pc that I had just built. I thought it would be neat to put RC1 IE7 on there – well, it took a sh&& on Recover Pro 2004 and then I had to repair windows which killed alot of IE functions and gave this error. I ended up trying both solutions and had to finally reinstall IE7 because 6 never worked. I am not going to try uninstalling 7 again, I’ll just tell the client to wait for the final release. IE7 is cool anyway. I put firefox on there as a backup too. Thanks for this page – you guys saved my arse.

After installation IE7 i am unable to run any .exe file, can not install any programs….Have screen with Application Protection with option “Continue” but it never worked.
Please if somebody know how to jump over Application Protection in order to run .exe file. I was unable to find any protection setting in IE Options.

just out of cusriosity, do any of you know what beta means??
i get that same “The procedure entry point InternetGetSecurityInfoByURLW could not be located in the dynamic link library WININET.dll but i have IE6 and xp/ sp2. IE opens, but has no address bar, nor do the favorites work. firefox works, but media player doesn’t, avant doesnt. also when trying to open any credit card or bank site i get “error establishing encrypted connection to”site name” error code -5981. norton is on and appears open, but when i click on it the window never loads, just shows what was behind it. windows defender deleted some viruses, and i scanned again and there still gone help!

Just wanted to say thanks to Keith R … awesome .. installed 7 beta on my Vaio tonight .. went ok until reboot .. then would only ever show “updating personal settings dialog” … no task bar, icons or anything else .. and that was it .. re-booting kept bringing same … its now 3.30am have finally found this site used task manager to browse and run the uninstall and its just booted up and I have my taskbar and files back
I’m going to bed and IE7 will not be going on my vaio for a long time !!!!

The IE7 beta managed to bug already during the initial install. It then managed to cause similar problems as above, and I used the above hints to make it possible to uninstall it.
Howerver, things didn’t get smooth yet.
Now when hitting Remove button, I get a new message:
“Internet Explorer 7 Uninstall canceled.”
What now?
If you find that the uninstall hangs at “updating registry” with the CPU about to catch fire, there is a simply, albeit bizarre, solution:
Control Panel > Sounds > Delete any custom sound profile you may have created. It is not enough to just switch back to the Windows Default you’ll need to delete the custom profiles.

Hello boys: your way for unstalling is OK, but if you want to uninstall the Internet Explorer 7 beta, and it hangs in the registry update, and processor or CPU is 100%, during too much time, close all and please restart computer and start in SAFE MODE, and go again to IE7 uninstall. It will works better. I did it so.

I had the same problems but eventually just used the windows ultimate boot cd (http://www.ubcd4win.com/), used one of the file explorers and browsed to the c:\program files folder, which then let me delete the internet explorer folder.
Not too fussed about reinstalling IE as yet, i’ll wait till the bugs are ironed out after this much hassle.

As with Bill D the unisntall options listed were not available to me at all. Bill D’s solution got me going in the right direction and got me a functioning (but poorly functioning) IE6.
hey Bill D – thansk so much and I am a useless do-do and the lamer notes also helped. Even though I know little I was able to muddle my way through your work and a few challenges after that too.
From there the IE7 stuff now WOULD allow me to install IE7 which now works really well (I also now have firefox as a back-up!). I also now CAN use the optehr uninstall options if I want to as the relevant files and folders ARE available since the re-install
I am REALLY grateful to all of you – you have saved me either a complete reload or a lot of money to some techno-dude!

Keith and Moogle; can’t thank you enough. Unfortunately, it didn’t save me from having to do a repair install of XP Pro unfortunately. At least it runs better that it did previously; plus, that Microshaft carp is off my box once and for all.

Entire comp is FUBARd now, I have the Windows Activation thing in my systray now saying the my WinXP is not activated (yes it is a legal version – on this comp at least heh) … think I may just format/reinstall it is about time I did it anyway.
I did the above and got the uninstall to start but it hangs on the “Updating Registry” and wont continue. Any suggestions??
I use Firefox so I am not disabled in the least, I just can’t access Windows Update now =(

i had to install ie7 on a separate machine because id lost the unistall folder under c:/windows and had to go from there. nightmare! lets hope the next beta wont be as buggy.

Ok, Keith R is right, so so right. everyone give a shout out to Keith R.
Anyways so this is what you do:
1.make shure you have show hidden files and folders on or you won’t find the file
2. Go to c:/ windows and go to the uninstall ie7 folder that starts with a $.
3. In that folder is one other folder, the uninstall is there but click instead on the SPUNINST file (not the notepad file) and look for and delete this on the bottom:
[NoSort.UserMustBeSameAsInstall.Section]
PresentOp = checkReg,HKCU,SOFTWARE\Microsoft\Internet Explorer,InstalledByUser,0×10001

These solutions arent working for me. I’ve tried so many things from around the web and still cant get it fixed.Please help me out.
I’m using firefox to type this. Its strange that when I was installing IE7 it said installtion didnt complete and that ie7 didnt install but I still cant use ie6, ie7, or maxthon without crashes and errors. This is getting really annoying, someone needs to find a cure for this soon.

I found a solution to the uninstall problem!!!
Unfortunately I did not capture the specific information before it was removed.
I discovered that the folders immediately under the Windows folder (which begin with a $) are uninstall folders. Very near the top I was able to identify the IE 7 uninstall by the name on the folder. This uninstall folder had one subfolder, which I went into. This subfolder contained about 7 files, of which one was the uninstall executable. Clicking on this gave me the same error.
I found a 38KB .ini file in this same folder and opened it. I searched for the word “User”. I think the third find was very close to the bottom and was in the heading. I deleted this section, and the one below it, which had something to do with prerequisites before uninstalling. After I deleted these two sections, and ran the uninstall, everything was back to normal.
I apologize for not having the specifics, but when I discovered it worked, I could not go back and get the information as it had been deleted.
I sincerely hope this helps many other people who have a problem uninstalling Internet Explorer 7 Beta 2 preview.
Oh yeah. I forgot to mention that I am unable to reinstall IE 7 over itself. Here is the message I get.
“Internet Explorer 7 is already installed on this computer. Please use ‘Add or Remove Programs’ in the Control Panel to uninstall it. It appears under ‘Windows XP – Software Updates’ when ‘Show Updates’ is checked.”
Priro to download verified my Win XP (Media Edition), Norton Antivirus & MS Antispyware was up to date. Win XP gets automatic updates through Microsoft Updates, and the computer was clean from virus & spyware. –

Now I am unable to run IE, Outlook, Windows XP Help, System Restore (that is just what I have figured out so far). The all give the following error.

I am unable to install IE 6 on top of IE 7 because it gives me an error message saying that there is a newer version already installed, and then it stops the installation process.
Therefore, I am unable to use IE 7 (I am accessing this site through FireFox), I am unable to remove IE 7, I am unable to install over IE 7, and I am unable to Restore to a point before IE 7.
It would seem that my WinInet.dll is at least one of the files too blame. I wanted to attempt Sandy C’s solution. Could somebody tell me how I can get these files from the interne?

I’ve had the same problems with IE7, so like any sensible chap, I went to Firefox. Had downloaded it months ago and left it on the harddrive in case I ever needed it, and now, I don’t know that I’d want to go back to any version of IE.
I installed IE7 (it worked fine) but then I installed WindowsXP2 Professional over the home edition. Now I get the error message. I can’t delete IE7because it doesn’t show up as an item in the XP part of the Installed Programs list. I can’t delete the IE7 program folder because XP says something is still using IE7. I am using Firefox, but windows update and office update won’t work without IE. Any suggestions?

I had exact same thing happen, tho program told me it had not installed correctly. I thought I was screwed cause it wouldn’t let me read mail, browse web or do my restore I had created. I replaced the wininet.dll and the urlmon.dll in the system32 folder with version 7 of the dll files and it allowed me to get back to using puter, it gave me IE 7 browser, but not functioning, so I at least could do a restore from this point.
Michael: to can switch to Ubuntu or another flavor of Linux. Say goodbye to dll’s, the registry, and rebooting after installs. I did it two days ago and it rocks.
I got error messages at the end of installation, but the computer rebooted normally, and now I’m getting that exact error message about the WININET.dll.
I can’t uninstall the program because every time I try to, I get the message. “Internet Explorer Beta 2 Preview cannot be uninstalled from this user account. Please log on to the same user account from which it was installed and try again.”
I only have one user account on this computer. I tried rebooting to safe mode and uninstalling it through the Administrator account, but that doesn’t work either. Is there anything I can do? I’m running XP Pro SP2.
