Improve your environment and get some maybe considerate neighbours - tell the landlady. It's not ratting - what loyalty do you owe to someone who won't even speak to you? You have a better relationship with the landlady. Maybe she deserves to know that someone is cheating her. If I was letting a flat I wouldn't want it left stinking and nicotine-stained.
